This is kinda of mutiple choice, I will go with 2 & 4, the reason is. - Engineer with domian knowledge, he can document a test case without requirement along side he can also think of risk category. - Engineer, with proper requirement is needed. Overall, the engineer having a domain experience can think of complete test case along with other deliveries document.
